KADO will probably have to
find some sources of funds to provide some stipend in addition
to free rehabilitation services in case it gets any funding
support or able to generate some funds. KADO may decide to stop
paying stipends to those, who belong to not so poor or better
off families and may provide free rehabilitation services to
such people. Keeping in view the current funding situation,
KADO needs to inform the parents and guardians of those, who are
currently benefiting from the center so that they are mentally
prepared to face any eventuality.
In the KADO rehabilitation centre,
people with special needs will be trained, rehabilitated on
rotational basis and sent to their homes and thereby attempt to
cover majority of the population. They will be trained on the
basis of their nature of disability, potential and abilities so
that they are able to use those skills to earn some income and
get jobs. This therapy centre will not extend regular wages or
stipends rather it will induct special people for a certain
period of time on rotational basis to provide rehabilitation
services and vocational skills. If it gets funding, KADO may
decide to provide stipend to people belonging to poor and
destitute families. Hostel facility and transportation will be
provided to the target group. Further linkages with
rehabilitation centers within the country and abroad will be
created. Moreover, partnership with the government for
rehabilitation will be developed and strengthened.
KADO could initiate dialogue with
the government to create jobs in government institution for
people with special needs on the basis of the quota allocated to
the disabled people. However, there will be a certain
percentage of disabled population, who may not have potential to
learn any skills and therefore may not be able to earn any
income or find a job. Such people, particularly those belonging
to poor and destitute families may be paid some stipend during
and after such training. Skills training will be charged from
disables belonging to those families, who can afford to pay.
Disabled people belonging to better off families will not be
paid any stipend during or after the training.
Community level Skills Training
Centers
In addition to the KADO
rehabilitation centers KADO may facilitate the communities and
LDOs to initiate rehabilitation services in their respective
villages, particularly in those areas, where large number of
disabled people live to cover maximum number of disabled people
and ensure community ownership. KADO will have to build
capacities of local LDOs and communities to provide these
services at the local level so that special people remain within
their areas and villages. In order to transfer skills of running
such facilities linkages with rehabilitation centers within the
country and abroad can be created. Further, efforts can be
directed towards creating partnerships between the local
government, LDOs and communities.
Involvement of AKDN and Imamati
Institutions
There is no set up or institutional
mechanism at the AKDN level and in Imamati Institutions. KADO
board could use its contact and influence to encourage AKDN
institutions and Imamati Institutions to initiate activities
focusing on people with special needs themselves or support
community level initiatives in this regard.
Generation of funds and resources
to carryout the rehabilitation services
The following steps are suggested to
generate funds and required resources to carryout the
rehabilitation services:
In addition to SDC and the Embassy
of Finland other international donors can also be contacted to
generate funds for rehabilitation services. KADO can facilitate
linkages of communities with funding agencies to support
community level rehabilitation services.
There are several multinational and
national corporations, who support these types of activities,
such as Proctor & Gamble, Lever Brothers, ICI Pakistan, Packages
Limited, Nestle, Pakistan Services Limited (PSL), and other
corporations. These organizations could be contacted and
proposals could be submitted to these organizations to raise
funds for such activities.
Fund generation campaigns can be
organized at the community level by engaging scouts, volunteers,
girl guides, boy scouts. These forums could also be used for
organizing awareness campaigns. Through the involvement of
Ismaili council awareness can be created by making announcements
at Jamat Khanas and during community gatherings. At the time of
particular occasions such as Eid and Salgirahs special funds
generation campaigns can be organized. Schools, colleges,
mosques, village and women organizations can also be used as
forums to encourage local philanthropy. |
